Summary of the House Committee Version of the Bill

SB 859 -- A+ SCHOOLS

SPONSOR:  Russell (Ransdall)

COMMITTEE ACTION:  Voted "do pass" by the Committee on Education-
Elementary and Secondary by a vote of 19 to 1.

This bill exempts students who are active military dependents
from the 3-year attendance requirement to qualify for A+ Schools
Program reimbursements.

FISCAL NOTE:  Cost to General Revenue of $0 to Unknown in FY
2003, FY 2004, and FY 2005.  Subject to appropriation; not
expected to exceed $100,000.

PROPONENTS:  Supporters say that there are a few otherwise
qualified students each year who miss out on A+ schools
reimbursements because they are military dependents and transfer
to an A+ school too late in high school to establish the 3-year
residency.

Testifying for the bill was Senator Russell.

OPPONENTS:  There was no opposition voiced to the committee.
